This term can have different meanings depending on where a person resides, though more commonly, this card will show whether a person is eligible for the benefits affixed to being a holder.

But generally, being of specific age preset for eligibility and having the means to pay for the monthly subscription due or being employed in a company that pays for it, will make a person eligible for this card.
